Just wanted to let y'all know that it wasn't the steering box after all.
It's the brakes.   I filled the reservoir up, and a few days later, it was
back down to about half an inch or so.  I need to get in there with a
flashlight to see if there's a crack in the reservoir, or maybe in the
rubber lines that connect it to the metal brake lines.  It's been raining
pretty hard, so as soon as I get a dry day with good light, I'm gonna
look.  Brakes seem to work OK with such a low fluid level in the
reservoir.  I put new cardboard under the car inthe garage, and the stain
goes from the driver's side front wheel to the center of the car, between
the front wheels.
