The '68-73 Type 3s with FI have tanks that include some extra "structures" 
with small passages inside them. The usual "reconditioning" consists of a 
heavy interior coating that clogs those passages, making the tank unusable, 
or only partly usable by effectively reducing its effective capacity from ~10 
gallons to ~5 gallons.

The coating seems to work just fine for some people with normal tanks that 
have no internal structure, but some report that the coating starts to peel off 
after a few years and clog the fuel pump and carbs.

You can remove the gas gauge sender and look down in the tank to see 
what you've got, but that's not too useful unless you know what a good tank 
looks like.
