I know it should not leak when standing but my understanding of it is 
that Lip Seals rely on Friction to work. It is the Rotation of the Shaft 
in the Seal that creates the Friction. That may be why it only Leaks 
when the Engine is not running. Apart from the Lip Seal wearing over the 
Years and Miles  they do gradually Wear the surface of the Shaft. Also 
any misalignment or lack of concentricity between the Seal and the Shaft 
will contribute to Leakage.
Have you looked if there is a Double Lip Seal available in the correct 
size ?

Jim I didn't say it was engine oil not the auto trans leak. looks like 
the
crank seal .
