[T3] VW on "in-town" drive

After the '69 FI, manual tranny, Square had been sitting in the garage for
a week, I needed to use the car to haul 240# of cargo a mile or two.
Primed the "fuel ring" for ~10 seconds and turned the Ignition Key to the
Start position. Engine fired up on the first try.
The ambient air temperature in the garage was ~85°F. The engine went
directly to a normal idle. No loping. No change in idle speed.
*Question*:
"Would the ambient air temperature allowed the AAR, Temp Sensors (1 or 2),
Thermo Switch, Cold Starting Valve, etc. to have *NO* effect & allow the
engine to act like it was completely warm & ready to drive?"
