Sorry for being slow to respond, Joe. Life keeps putting up distractions....

Here are a few things you should check:

Check the vacuum hose that connects the pressure sensor to the intake air 
distributor. Check both ends, to make SURE they are connected.

Check the voltage across the battery. With the engine running, it should be 
close to 13 V. Normally I'd ask you to check it at higher rpm, when it should 
be above 14 V, but that does not seem to be an option for you.

With the engine running, check the voltage across the fuel pump relay 
contacts. That relay should be closed, so the voltage drop across it should 
be zero, or close to zero. If you see several volts there, you can open up the 
relay and clean the contacts with a points file.

If the throttle seems to have no effect, make SURE the gas pedal is actually 
opening the throttle. This will probably take two people. Seems unlikely, but 
something could have come loose at one end, or the cable might have 
broken.
