I had one go bad, saw "rusty dust" indicating that movement and installed a
spare.

I've never been inside the hub of one of these. I know that Gene Berg welds
the two parts together when they balance the fans, so that may be an option
for you. I don't know about the condition of the rubber in any of my spares,
but if you have a way to check them, tell me and I can check. What do you
see that leads you to believe the bushing has gone bad?
I've always wondered if there's something that could be done about these.
Berg claims that you can see evidence of the two parts moving. When they see
that, they weld and then balance.
