I would agree Bob with you. And yes, it must be balanced .But It has been so long since they have made them that the rubber has gone bad in them. ISP West says that they make them, but they need to build them again.

I always thought the large cooling fan was a harmonic dampener. And you want the rubber intact between the fan and the hub. I would think that it being welded would cause a vibration problem, unless it's welded and balanced before the crankshaft and it's components are balanced (you'd want the entire rotating assembly balanced together). I suppose it might be hard to balance if the two parts were not centered
when welded. I suspect Berg is careful about this. After welding, they just
grind weight off the appropriate part of the outer edges.
