John,

I'm not sure I can answer your question very well, but the first 
thing that comes to mind is that I THINK VW introduced 2 speed wipers 
in '68. If that's true, then the reason you have one too many wires 
to deal with is that your switch doesn't have the output pin for the 
2nd speed.

If this is the case, you have a couple of choices:

You could just insulate the low speed wire and tuck it away 
somewhere, so you'd only have high speed.

Or, you could route the power lead from the switch to a SPDT toggle 
which you could hide under the dash. This would let you turn the 
wipers on/off with the OE '66 switch and change speeds with the 
hidden switch.

Let me know if this helps at all. If so, I can look at the terminal 
numbers more closely. In general, those don't mean anything to me, so 
I have to study the wiring diagrams to make sense of them.
