[T3] Dual carb air cleaner

The odd thing is that none of the later Type 3 carb air cleaners end 
in 611. The ones shown in my microfilm are 311 129 607 & 607A. The 
various FI air cleaners end in 611.

VW was always very careful to use the same end number for the same 
part, even on different Types. Why did they slip up here?
