Yes, you have to cut your own slits in the new bellows.

I have found that I can install the band that secures the bellows to 
the body but leave out the band at the engine end. That makes 
installation a LOT easier and works just fine. It's still hard to get 
the bellows properly fitted all around the engine intake flange, but 
it can be done, and it's important to do so.

It's essential that the body end bellows be installed. If you leave 
that one out, the bellows can be sucked into the fan and destroyed. 
In the process it can block the air intake and cause the engine to 
overheat.
