Try www.thecarseatlady.com.  My wife volunteers as a car seat technician at Good Sam hospital in San Jose, CA and does installs and checks for new parents as they leave the hospital with their new kid(s).  This website has a lot info about car seats and related laws.

Looks like my little Nephew will be visiting this summer when Im up at the
lake.
He needs to be in a booster seat, but without rear shoulder belts I cant put
him in the back.
I have the later inertia reels in the front and could strap the seat in
there but here in NY you cant put kids
Under 12 in the front seat. What do you folks with little kids do? Even my
87 Golf doesn't have shoulder belts in the 
Rear !
