[T3] flaps (update)

I determined that the flaps are opening in the following way:
1) waited for the engine to be stone cold.
2) Observed the proper clearance between the thermostat and bracket
3) Placed a drop of white out directly on the spot where the flaps rod
enters the fan housing near the distributor, so that the white out covered
both the rod and the fan housing
4) Once the white out dried, I placed a vice grips on the end of the flaps
rod that protrudes from the right hand side of the fan housing, (oil bath
side)
5) by turning the vice grips and watching my dot of white out, I can see
how the white out on the rod should change it's position in relation to the
white out on the fan housing.
6) remove the vice grips and go on a nice country drive
7) open the engine compartment and see if your white out has re-oriented
per your earlier observation when using the vice grips.

I did that and it confirmed my flaps are opening. Visual inspection at the
thermostat after warm up confirm the thermostat expands as expected. It
appears that the primary source of my over-heating was due to the rubber
bellows having come undone and allowed exhaust gases into the air cooling
stream.
