The hole came plugged from the factory from at least '68-on, perhaps 
'67, too. There was a chrome cap over the hole. You can see what that 
cap looks like if you look at my orange '71, where it's still there.

Antennas were installed at the same time as the radios, either at the 
dealer or later on.
