The filler pipe hose is probably NOT the problem. There is (but may 
be missing) a short piece of thin rubber tubing that fits over the 
steel necks and under each end of the filler hose. That soft tube 
provides the actual seal. If that sealing tube is missing (from 
someone who took the tank out earlier) or torn, then you will never 
get the hose to seal by itself. You may get new seals with the new 
filler pipe hose, or you can buy it from several places, including a 
VW dealer. Beetles used the exact same part.  

Do not try to use silicone caulk for this purpose. It won't hold up 
and it is VERY likely to cause problems if bits of it get loose and 
get into the tank. The correct parts are difficult to get in there 
correctly, but they will fit and work if you are patient. Do not be 
tempted to sub a short length of inner tube: That kind of rubber is 
not compatable with gasoline.

I had the same leak on the '73 I bought quite a few years ago. 
Someone had taken the gas tank out at some point and threw those 
seals away. Nothing worked until I replaced the seals.
