I went and spoke to a local German mechanic in Walnut Creek at his shop
yesterday and interviewed him about this method of setting valves vs. other
methods. He indicated that he has always looked at the #3 valves and
alignment of the tappets to find Top Dead Center for #1, and that whoever
taught me that method was a good mechanic.

As for the Notch on the Pulley, he said that generally the notch on the
pulley should be at 12 o'clock using this method. In my experience it can
be as much as 1 centimeter to the left of the crack in the case using this
method. He said the only way it can be way off is if the engine has a
hi-performance camshaft.
