Brian might be onto something here.  If the clutch cable arm on the transaxle were shorter than stock (not sure how or why that would be) it would be consistent with the symptoms.  The shorter arm would mean less mechanical advantage and thus higher pedal efforts. It would also mean that for a given movement of the clutch cable you would get more degrees of rotation of the throw-out bearing shaft.  This would translate to more stroke of the throw-out bearing making the pressure plate hit the rivets.

Did the busses or beetles have a shorter arm and maybe  a correspondingly different arm at the pedal assembly?  I have no idea.  Just speculating.
