When my '73 was in the shop to be bumped out and repainted, the shop 
owner showed me how they would spray multiple layers of alternate 
color primer and then wet sand. The high spots showed up clearly as 
contour lines of alternating color, which showed them how they were 
doing and what needed more work.

Perhaps that's what you were seeing. If so, it's a sign of a careful 
previous repair.
