I've asked twice whether he's done anything to fix the cracked 
overflow hose, but no response yet.

A clogged filter or screen was my guess, too, but he says that he 
gets a pencil sized stream of gas out when he pulls the hose off the 
filter. That should be good enough, but the stream that comes out 
should be a scary amount.
