Okay, that's the late, 72-3 four-spoke steering wheel. The center 
cover is held in place by 4 little plastic cups that can bend, wear, 
or deform. Late Beetles used the same parts, so see your VW dealer 
and see if they can still get those parts. I bought a couple of them 
in the last 10 years.
