Mathematically, "linear" usually means "proportional" so what you 
seem to have is a constant error, neither linear, proportional nor 
exponential. Yeah, I know, these all get mixed up in the general 
vernacular.

FYI, I repair both speedos and gas gauge senders. Both have rather 
common problems that are annoying. In most cases, none of them are 
simple DIY projects.
