[T3] proper carb spacers?

I spotted this disparity in 1500 SP engine numbers some years ago. I understand they were used in Type 2s, from various info sources.

The thing I was surprised by was the fact that the VW parts book shows dual 
port carb manifolds for a number of '66 dual carb engines. They also show 
single port manifolds for that year, but single port engines end at T 0 244 
543 and dual port manifolds start with engine T 0 244 544.

From the production survey: 

'66 dual carb engines end at T 0 260 000.

'67 dual carb engines start with T 0 260 001.

(The same things apply to P-prefix, low compression, dual carb engines.)

(FYI, no dual port parts for single carb engines, ever.)

So it looks like about 15,500 dual port engines were produced in the '66 MY. 
Maybe this was for R&D, or for spares for the upcoming '67 production, but 
that seems like a lot. Maybe those engines were all destined for a particular 
market, not the US. Maybe they went into Type 34s. If I look for the same 
info on heads, I get the same numbers. Unfortunately, VW only tied engine 
parts to engine numbers, so I can't tell what VINs these were actually 
installed in.

This may be like something that caught me a few years ago in Type 4s. I 
was sure that all '74 Type 4s were L-jetronic. But a customer of mine came 
up with a '74 Type 4 that was d-jet. I was sure this was impossible until I 
checked the parts book and found that VW made about 4000 d-jet Type 4s 
in '74. I'm guessing that they were just using up the parts on hand.
