Is that the piece that fits directly onto the crank? Sounds like a failure, where
the rivets got loose; I wonder if they could have been swaged tighter if this
had been discovered before it was all taken apart.
OTOH, new rivets could be made and pressed into place. How do the rubber
rings look? Do they show wear on their ID or OD?

So the rivets have a larger diameter center section which length determines
the compressed thickness of the final assembly.
How long is that center section of the rivet?
How thick is the piece the rubber rings sit in?
I'm guessing that the shims have holes larger than the center section. How
thick are the shims?
