Probably Sweden and Norway insisted on them!  That's partly tongue in cheek,
but they were fitting seat-belts well before they were common in the UK, and
requiring lights whenever driving etc.   The seatbelts we had in our 1964
Variant from new were a Swedish design, diagonals (no lap strap) with a clip
that went on a 1/4" dia steel loop on the tunnel.  A single diagonal is
still pretty dangerous without the lap-belt part to stop submarining.  You
get throttled instead of being flung through the windshield!

I would think the belts fitted to the rear of many more recent cars would
mount behind the seat or on the shelf, come through the swivel guide mounted
on the upper mount and down to the lower mount, with the short latch on the
inner mount.  Since those reels are often behind the trim panels, they don't
have nice outers, but safety first.  They are still available from outlets
in the UK - not sure where you would get them in the USA though.

I know squares have them. This has always seemed odd, because the microfilm
doesn't show ANY rear seat shoulder belts. The only reason I can see for
having the mount points back there would be if VW actually supplied rear
shoulder belts in some markets, but it does not appear that they did.

Perhaps there were some markets out there that installed their own
aftermarket belts in the rear.
