I think all our Type 3s had them, except for before some date and 
Type 34s, but the interesting thing is that they don't always show. 
The factory was supposed to install Cloud White plastic plugs and 
washers in each unused hole, but it's clear that this didn't always 
happen. I never noticed them until I parted out my '71. On that car 
the plug and washer was there on one side but covered with the vinyl 
trim on the other side. Since then I've noticed this same asymmetry 
on several other cars.

I guess this is what happens when someone gets behind on the assembly 
line. Frankly, I wonder why VW bothered at all. The sockets can be 
felt under the vinyl, so anyone who need to could make their own 
hole, and VW would save the parts and the labor of installing 
something that was never needed.

This is a lot like all the '71 cars that came missing the screw that 
secured the little elbow on top of the heater junction box on ONE 
side, and if you ever have reason to remove a rear rubber bump stop. 
look down in the little metal mushroom and you'll find the 
translucent plastic plug that came out of the rear brake cylinder 
when the lines were attached. This is where the assembly line workers 
tossed those caps.
